Jesse is from Sacramento California. He is a retired Sacramento City Firefighter Paramedic. He was educated by one of the premiere paramedic training facilities in the United States. M.E.T.S. has a reputation of producing some of the top performing paramedics in the nation under the professorship of Rodney Shimamoto. Mr. Beltran is a retired sworn peace officer who helped with training of newly recruited cadets in the Sacramento Police Departments training academy. Mr. Beltran has been an expert witness for the City of Sacramento in litigation and has also been as a professional witness in murder cases. Mr. Beltran was also a member of the Mathematics Science and Engineering Association through an outreach program through the University of California at Davis. He attended California State University of Sacramento and became an instructor of blood and air borne pathogens. His professional profile includes such positions as the founder of a technology company which specialized in virtual reality sciences. He is a proprietary programmer, a network developer, and co-founder of a company which was acquisitioned in the late 1990’s to become the third largest Internet service provider in the State of California. Jesse was the Vice President of this Company under Coastal Web Online. Coastal Web Online was one of the first companies in Northern California to develop and disperse line of site high speed data via micro wave technologies. He then moved on to become Chief of Operations for NexTrac Communications which was one of the top three dealerships in Northern California. Mr. Beltran brought his expertise on telecommunications to this company which gave it a National footprint overnight.
In 2009 Mr. Beltran went public as a victim of Domestic Terrorism after being witness to a murder committed by law enforcement. Mr. Beltran was scanned by Dr. John Hall and was found to be emitting a radio frequency from his right mandibular area. This corresponded with a foreign body visible in MRI scans and High Digital Panoramic x-rays. Mr. Beltran works closely with Dr. John Hall, the author of a book titled “A New Breed Satellite Terrorism in America. Dr. Hall is a leading expert in the field of electronic terrorism in the United States and is the serendipitous stimulus to the world wide radio frequency testing now being performed on a global format through ICAACT.ORG.

Lars is from Denmark in Europe. For the last 15 years he has worked in many fields of Sound engineering, at Radio/TV broadcast stations, in music studios both as a sound engineer and producer and has thought sound engineering and audio design. After 10 years in the Rock´n Roll Industry, he decided to scale this down in favor of a full time job at the Danish association of the Blind. Apart from the daily audiobook productions, he worked with the implementation of the digital navigational DAISY format throughout the organization. He was also involved in projects involving the implementation of “audio description” for TV and Cinema. He didn’t quit music completely but limited it to 1-4 times a month at Denmark’s most prestigious modern music venue, VEGA where he worked as a sound engineer and in-house technician.
In recent years he has used his spare time on inventions in the field of professional sound engineering and audiology.
Case Story, the short version
“Due to the International Financial crisis, donations for the Danish Association of the blind where decreasing, and in December 2008 it was announced that they would have to lie of several jobs, a colleague presented me with a job ad that matched my technical background. The Danish Military Intelligence service was looking for personnel with the exact Electronics education that I had. I applied for the job in January 2009, just around the same time, when the Danish Prime-minister Anders Fogh Rasmussen, was putting in his bet to become NATO general secretary.
I started to take notice of surveillance. Towards the end of February 2009, I got a reply from the Military Intelligence Service. I was rejected for the job, but the surveillance increased instead of going away. Towards the end of May 2009 I got a good insight into the nature of the surveillance system and how it worked, and shortly after that I was subjected to an assassination attempt. Undisclosed sources have since stated that it was possibly an attempt for extraordinary rendition. In the same period the perpetrators, also managed to steal one of my inventions.
I reported my story to the police in Copenhagen, who advised me to contact the Danish Chief of police. The reply I got from the Danish Chief of Police was that he was not authorized to make an investigation into my case.
What followed were a couple of years of extreme psychological torture, which culminated in 2010 with the attempt to program me to become an indiscriminately killing Manchurian Candidate, Where even children would not be spared. Apparently the whole thing was revealed behind the scenes and in autumn 2010 someone intervened and the torture program stopped, and a phase of deprogramming was initiated. Since that time it has been Harassment and surveillance. In January 2011 I became active in the international community, to expose these crimes against humanity.
I started an International Skype call that leads to the forming of ICAACT when Jesse Beltran came into the meetings in autumn 2011.

Recently in Singapore, icaact website has been manipulated and defaced. My daughter in New York was targeted after my emails to her to let her know how and what “they” used to targeted me with possible death with devices I found in and outside my flat. The devices come in the form of bronze screws and metal wires and electrical gadget used to send radiation and electric shock into our flats to cause sickness eg cancer, depression, limbs, body pain, perhaps heart attacks too.

Hi. It is 11;03 PM I had to get up from bed the pain in my body. It began right when a car passes by, when I arrive home when the TV set is on, when co worked have a cell phone on or have a small device that fits in a pocket or waist band under their sleeves. I have being tased in some parts of my body. The device is swiched continuously is carried for people that are near by my work area which changes continuously. Today the burning sensation in my eyes (like paper spray) blinds me completely. The Character recognition in my eyes is directed only to some people or some areas whatever the people that has the control is playing. The feeling and sensation are discusting. Today the pain began in the bottom of my feet toes and the sides of both feet. In the inside part of my Kees the lower back behind my shoulder my wrists the tip of my fingers. The pain points switch continusly from 7 pm to 3 am daily. The itch in my skin head, neck and other areas in my body are added to the daily torture. My hands and arms are changing drastically my hands swollen and my fingers changed its form and shape. The vains in my heads pop up and so are the ones in my legs all this is very painful is daily. When the chips are off all the swollen in my body recovers the normal feminine shape. Unfortunately it last only few hours maybe a day or two then it gets worst. I would like to have my body scan to locate all the chips implanted and have them remove. It is being almost 11 years of this torture, defamation and harassment. I have red the testimony of so many people that like me don’t have a day at piece.
If all this chips are located in all TI people in the area it is enough live proof to build up a case in human torture.
MY Throat hurts my voice has changed since it started along with my shoulders getting wide my hip raised up and now I lost my waist it is just a square body shape. My feet changed the ankles and toes they are wither I can use my high hills or walk on them because of that. There is like a bags of air in my hips belly my breast expands and my arms are getting a weird shape. There is an excessive hair growth in private areas. My earlobes get itchy and swales my skin gets so dry and looks old. My eyebrows get itchy and hair grows and so in the hair line around my head. All this is very painful and the discomfort is unbeatable seen all these awful changes after a colonoscopy I had in 2016. Along with a numbness in my right head where the IV was placed. What is it if somebody knows what cause it and how can I stop it please let me know. I had gone back to the doctors but they say I don’t have anything and nothing had done to me. All these changes star around 7 to 9 PM and stop around 3 am daily. During holidays stay day and night through all the days. They stop if I go out of the house If I’m in the master bedroom gets wort and in the kitchen too. Please if sombody knows what it is please let me know
Oh! Really same thing happened to me I taught It was because I had a motorcycle accident. That was back in 2016 but any ways then I guess is this thing right that sucks right!!!
Two years ago I had a dentist regular check up since then my front teet’s gums hurt like the pocking is done in the gums with the dentist =’s instrument that happen when I’m on the road driving in stores at home at work since then the pain travels through my jaw gums and teeth goes up to the side of my eyes change my vision and my breathing in my nose. IT is painful it comes very often. On 2013 the same dentist insisted that I needed a crown for one of my molars. The lower side bottom of the jaw is the crown implanted the pain is similar to the one in the gums in the front teeth. The places where it occurs are the same.In 2008 another crown was made and My vision had changed since the It sims like somebody are looking through my eyes which is discussing because I personally don’t look or have interest in the focus of the guided attention. How can I find a dentist that could remove this microchips? It seems that whatever I say when Im talking sombody else knows about a conversation I had.
The technology is far more advanced than you might believe, I am 61 years old and I believe was implanted just out of diapers. I have at this time about five different types of implants. I should not haved lived though the close to 30yrs of addictions I fell into from the mind control aspects at the start, after stopping that nightmare another one started as now I try to deal with this situation on a level keel. How about waking up in the morning with your four arms bleeding from the pores or having a hip replacement from the nerve and body manipulation loss of blood flow to the bone, heart palpulations, visual distortions, bodily functions toyed with at some ones sick timing. All the other things that one might think from slander to break ins stalking hearing other s speaking, physical torchure, mental as well, sleep depravation and so on. The one thing I have not been able to find in my research is how to directly attack these chips!!! It is getting harder to laugh at their stupid stuff and as much of my life that this crap has taken I would love to grow old a little more gracefully.
